Tax-Free Shopping in Japan 2026: Rules & the Nov 1 Change

Tax-Free Shopping in Japan 2026: Rules & the Nov 1 Change

Two different systems apply depending on when you’re reading this: the current instant-discount system, and the pay-first-refund-later system replacing it on November 1, 2026. Here’s both, clearly separated.

Verified: July 13, 2026.

The current system (through October 31, 2026)

Show your passport at checkout, the tax is deducted immediately, you pay the tax-free price at the register. Rules:

What changes on November 1, 2026

Japan is switching to a pay-first-refund-later system. The mechanics flip entirely:

What this means practically

If your trip falls before November 1, 2026: shop as usual, keep consumables sealed, watch the category caps, show your passport at each qualifying purchase.

If your trip falls on or after November 1, 2026: budget to pay full sticker price at checkout (yes, including tax), then follow the refund procedure before your flight. You’ll need to keep receipts and follow whatever refund channel is designated (department stores, dedicated refund counters, or an airport process depending on how the rollout finalizes). This also means your day-to-day cash flow needs slightly more buffer than the old instant-discount system required, since you’re fronting the tax until refund.

The one number that doesn’t change

¥5,000 before tax, per store, per day. Below that, you’re paying full price regardless of which system is active when you travel.

Final thoughts

Check which side of November 1, 2026 your trip lands on before assuming either system applies. The instant-discount version rewards keeping consumables sealed; the new refund version removes that restriction entirely but asks you to front the tax temporarily. Either way, the ¥5,000-per-store threshold is the number to plan purchases around. Full daily budget context in our Japan budget travel guide.

Verified as of July 13, 2026. This is a genuine system change in progress, confirm current rules with the retailer at time of purchase.

Frequently Asked Questions

What is the minimum purchase for tax-free shopping in Japan?

¥5,000 before tax, at the same store on the same day. This threshold stays the same before and after the November 1, 2026 system change.

Is Japan's tax-free shopping system changing?

Yes. From November 1, 2026, Japan switches to a pay-first-refund-later system: you pay full price including 10% consumption tax at checkout, then claim the refund before departure. This replaces the current instant-discount-at-register system.

Do I need to keep my tax-free items sealed until I leave Japan?

Under the current system (before November 1, 2026), yes for consumables, sealed packaging is required and customs can check. After the change, this sealed-packaging requirement for consumables is being removed entirely.

How long do I have to claim a tax-free refund after buying something?

90 days from purchase, you must complete your tax-free confirmation procedures at departure within that window for the refund to remain valid.
